SEED PRODUCTION

 

The tasks of the State Plant Health and Seed Inspection Service related to plant reproductive material include:

  • registration of suppliers of plant reproductive material;

  • field and laboratory assessment of plant reproductive material;

  • supervision of plant reproductive material placed on the market, including control regarding varietal identity and GM contamination in conventional plant reproductive material;

  • issuance of official labels and seals and supervision of suppliers authorised to print official labels;

  • issuance of accreditation for sampling, field and laboratory assessment of plant reproductive material;

  • maintaining a list of organic plant reproductive material and issuance of permits to use conventional plant reproductive material in organic agriculture.
     

FIELD AND LABORATORY ASSESEMENT OF PLANT REPRODUCTIVE MATERIAL

 

Field inspection of plant reproductive material is an official activity carried out on the applicants’ request to establish if plant reproductive material produced by a breeder or a producer maintains varietal identity, purity and meets all formal requirements.
The following actions are taken to achieve this objective:

  • acceptance of applications for field and laboratory assessment of plant reproductive material;

  • sampling of plant reproductive material;

  • issuance of certificates of field inspection and laboratory testing;

  • carrying out reassessment in the event of appeal.

 

CONTROL OF PLANT REPRODUCTIVE MATERIAL

 

Control of plant reproductive material is an official activity that involves inspection of compliance with guidelines and requirements on the production, assessment, storage and marketing of plant reproductive material. The following control actions are taken to achieve this objective:

  • control of the quality and identities of plant reproductive material;

  • collecting and verifying data on seed marketing.

 

ACCREDITATION FOR FIELD INSPECTION, SAMPLING AND LABORATORY ASSESSMENT

 

Accreditations for plant reproductive material certification and sampling are granted to field inspectors, seed samplers and laboratory for specific species of plant reproductive materials. The following actions are taken to achieve this objective:

  • training and examinations;

  • accreditations issuance;

  • supervision of accredited field inspectors, samplers and laboratories.

 

ISSUANCE OF OFFICIAL LABELS AND SEALS

 

Official labels and seals for use with plant reproductive material are issued on request of suppliers. Suppliers may also apply for authorizations to print official labels. The following actions are taken to achieve this objective:

  • issuance of official labels and authorization to printing;

  • supervision of official labels’ usage.
     

ORGANIC PLANT REPRODUCTIVE MATERIAL

 

The Main Inspector of Plant Health and Seed Inspection keeps a list of suppliers of organic plant reproductive material. In reasonable cases the Service also permits organic farmers to use conventional plant reproductive material in organic agriculture.
