PHYTOSANITARY SUPERVISION DEPARTMENT AND INTERNATIONAL AFFAIRS
 

The tasks of the State Plant Health and Seed Inspection Service related to phytosanitary supervision include:

  • control and prevention of spreading of harmful organisms;

  • support for agricultural producers in the control of harmful organisms;

  • assurance of appropriate health standards of plant material marketed in Poland and moved to other Member States of the European Union (EU) or exported outside the EU.
     

ACTIVITIES RELATED TO CONTROL AND PREVENTION OF SPREADING OF ORGANISMS HARMFUL TO PLANTS
 

The Service carries out official inspections of plants, plant product and other objects for the presence of harmful organisms which pose phytosanitary risk to plants, plant products and other objects. Finding of a harmful organism or a suspicion of its occurrence results in imposing an official action aimed at eradication of the organism and preventing its further spread. Actions related to non-quarantine organisms are aimed at supporting producers in effective control of all organisms that may potentially cause economic lost. The following actions are taken to achieve these objectives:

  • official inspections of specific plant material to check for the presence of harmful organisms; these may include visual inspections and laboratory tests, and may be carried out in all growing, production, storage or sale locations as well as during transport;

  • official monitoring procedures (surveillance) for organisms not previously noted in Poland;

  • identifying sources of infections and tracking the spread of infested or possibly infested plant material and harmful organisms;

  • prescribing (by administrative decision) procedures for contaminated or potentially contaminated objects: materials, soil (fields), warehouses, tools, packaging, etc., and supervision of their implementation;

  • observations of economically important non-quarantine organisms and signalling the times and methods for their control.

 

PHYTOSANITARY MEASURES FOR PLANTS, PLANT PRODUCTS AND OTHER OBJECTS EXPORTED OUTSIDE THE EU

 

This task is pursued in order to ensure that Poland complies with the provisions of the International Plant Protection Convention in the international trade of plant commodities, and with all the applicable international standards and agreements regulating this trade. The following measures are employed in this task:

  • inspections, including visual inspections, sampling and laboratory tests of plant goods to check for compliance with phytosanitary regulations of the destination countries;

  • issuance of required phytosanitary certificates and phytosanitray certificates for re-export.

 

OFFICIAL REGISTER OF PRODUCERS AND OPERATORS, PLANT PASSPORTS

 

Within the EU, there are no border phytosanitary controls of plant goods being moved between Member States. For this reason, production sites should only release healthy goods which comply with all applicable regulations, and which are free from harmful organisms. The State Plant Health and Seed Inspection Service is in charge of supervising the phytosanitary status of articles of plant origin produced and marketed in Poland, and the producers and operators who market such articles. The following activities are used for this purpose:

  • official registration of producers and operators marketing specific plants, plant products or objects which may pose a phytosanitary risk of spreading quarantine organisms;

  • regular inspections of registered stakeholders to supervise the appropriate phytosanitary condition of crops and of stored or marketed plant materials;

  • control of documentation kept by registered stakeholders and related to the purchasing, growing, storage and sale of plant materials;

  • issuance of special labels (plant passports) for registered stakeholders to certify proper phytosanitary status of plant materials and to identify all lots of such materials on the market;

  • control of compliance with plant passport requirements of plant material already placed on the market.

 

SUPERVISION OF TRIAL AND SCIENTIFIC WORK WITH “QUARANTINE OBJECTS”

 

It is prohibited in the European Union to introduce, transport or store harmful organisms and plant material that is contaminated by such organisms or do not satisfy the special phytosanitary requirements. Introduction, transport or storage of such organisms or plant material can be allowed under supervision of the State Plant Health and Seed Inspection Service only if the organisms or plant material of concern are used for trial and scientific purposes or for work on variety selection. The following measures are used for this task:

  • issuance by the Main Inspector of Plant Health and Seed Inspection permits for the relevant harmful organisms or plant material to be stored, grown or bred;

  • issuance, by the Main Inspector of Plant Health and Seed Inspection Service, shipment documents for all such consignments being introduced into or moved within the EU;

  • supervision of organisation and technical conditions for conducting of scientific and research works or works on variety selection.
